When processing in grants.gov, a table of contents along with numbered pages will be generated.<\/li>\n<\/ul>\n\t<h4>Step 4:\u00a0 Additional documents now required.<\/h4>\n<ul>\n<li><strong>Vitae. (single-spaced, 12-point font, 1-inch margins, two (2) pages maximum, per person): <\/strong>Provide resumes of the Principal Investigator for the project and other key personnel critical to the success of the project. Ensure that resumes address qualifications relevant to conducting the proposed work. Publication lists should be limited to all publications in the last 3 years with up to five other relevant papers.<\/li>\n<li><strong>Current and pending support.:<\/strong> For each principal investigator, submit a list which includes project title, supporting agency with grant number, investigator months, dollar value, and duration. <em><strong>Please be sure to list this proposal in the C&amp;P.<\/strong><\/em><\/li>\n<li><strong>Data Management Plan:<\/strong>\u00a0<em>(download <a href=\"https:\/\/website.whoi.edu\/cinar\/wp-content\/uploads\/sites\/20\/2026\/04\/Data-Management-Plan-WHOI-PI.docx\"><strong>here<\/strong><\/a>)<\/em><\/li>\n<li><strong>Publication\/Reference Review:<\/strong> This now needs to be a separate file\u00a0<em>(download <a href=\"https:\/\/website.whoi.edu\/cinar\/wp-content\/uploads\/sites\/20\/2026\/04\/Publications-WHOI-PI.docx\"><strong>here<\/strong><\/a>)<\/em><\/li>\n<\/ul>\n\t<h4>Step 5: Budget narrative guidelines<em>:<\/em><\/h4>\n<p><strong>1.\u00a0 Budget justification.<\/strong> The CINAR template is available for download <a href=\"https:\/\/website.whoi.edu\/cinar\/wp-content\/uploads\/sites\/20\/2026\/04\/Budget-Narrative-template-WHOI-2026-1.docx\"><em><strong>here<\/strong><\/em><\/a>. We also encourage you to review NOAA&#8217;s budget narrative guidance, which is available <a href=\"https:\/\/website.whoi.edu\/cinar\/wp-content\/uploads\/sites\/20\/2026\/03\/budget-narrative-guidance-for-NOAA-grants.pdf\"><em><strong>here<\/strong><\/em><\/a>.\u00a0 In your narrative, include <em>specific<\/em> details of what is being purchased and why, referencing sections in the WHOI budget (for example: 6. Other 1.a).\u00a0 Also, a generic item such as &#8220;Laboratory Supplies &#8211; $2,000&#8221;\u00a0 should be detailed in the justification, i.e.\u00a0 glassware, chemicals, rubber gloves, etc. Try to avoid using the words &#8220;miscellaneous&#8221; and &#8220;etc.&#8221; as much as possible.\u00a0If you are including any supply items over $5,000, please include:<\/p>\n<ul>\n<li>A description of the item and how it will be used in the project.<\/li>\n<li>A statement describing &#8220;lease vs. purchase&#8221; &#8211; why you are buying the equipment rather than leasing (if it is unavailable for lease, you can state that.)<\/li>\n<\/ul>\n<p>For outside services where an individual is named, especially subawards, a sole source justification statement is needed.<\/p>\n<p><strong>2.\u00a0 WHOI budget <\/strong>(from WHOIgrants).\u00a0 Please be sure to include Task 1 (<strong>3.4% for 2026 <\/strong>) in the fee category. <strong>A blank placeholder sub-budget for Task I must be included in the version to aid in the post-award process<\/strong>. This placeholder sub-budget is not included in the grants.gov submission.<\/p>\n<p><strong>3.<\/strong> \u00a0<strong>Negotiated rate agreement<\/strong>\u00a0(<a href=\"https:\/\/website.whoi.edu\/cinar\/wp-content\/uploads\/sites\/20\/2026\/03\/WHOI-FY26-Fixed-Rate-Neg-Agmt_KL_BT_print.pdf\">WHOI&#8217;s negotiated rate agreement<\/a>\u00a0)<\/p>\n<p><strong>4.\u00a0\u00a0Subaward documentation (if applicable)<\/strong>. Include the letter of intent (LOI), a general description of the project scope and the budget for the subawardee.<\/p>\n<p><strong>5. Task 1 Statement:\u00a0 <\/strong>Please include the following statement in your budget narrative:\u00a0 <strong>&#8220;<\/strong>Funds toward Task I activities are budgeted.\u00a0 These activities relate to the management and administration of CINAR, including support for the CI director, administrator, and support staff, as well as travel, supplies, and education and outreach activities.&#8221;<\/p>\n<p>Note that the File name of Budget Narrative <em>should not exceed 50 characters\u00a0<\/em>&#8211; use: Budget CINAR 123 12345_00 WHOI PI lastname.\u00a0 We can no longer include footers in the Budget Narrative.
